Assemblyman Finch supports E-STOP legislation
Assemblyman Gary D.
Finch (R,C-Springport) recently announced his support for Attorney
General Andrew Cuomo's proposal for the nation's first E-STOP
legislation. The Electronic Security and Targeting of Online Predators
Act (E-STOP) would put into place new laws making it illegal for
convicted sex offenders to use Web sites such as MySpace and Facebook.
"On behalf of all of the children in my Assembly
District, I would like to recognize Attorney General Cuomo for his role
in proposing E-STOP legislation," said Finch. "This will be the first
legislation of its kind in the nation, and I hope that it will serve as
a model for other states to follow. Current laws have not kept pace and
are not strong enough to protect our children from Internet sexual
predators."
This legislation, which has already passed the Senate,
will go a long way towards stopping sexual predators that spend hours on
the Internet trying to prey upon our children. E-STOP will expand
Megan's Law by requiring convicted sex offenders to register their
screen names and other Internet identifiers as a condition of their
probation or parole.
It will also be illegal for Level 3 sex offenders, or
those whose victims were minors, to use social networking sites, view
Internet pornography, communicate online to promote sex with minors or
communicate online with anyone under 18.
"It is a partnership like this, between the Legislature, law enforcement
and the governor which will benefit our children and serve as a model
for the rest of the country," Finch stated.
